Te Puni Kokiri

The core purpose of Te Puni Kōkiri, the Ministry of Māori Development, is to support Government to strengthen Treaty of Waitangi partnerships and facilitate iwi, hapū and whānau Māori to succeed at home and globally.

The newly established Investment Te Puni is responsible for the stewardship for national investment activity, including Statutory Entities and Whānau Ora commissioning. The Puni supports the regions with strategic planning, performance monitoring and reporting on investment outcomes. It also provides a centre of excellence for operational policy guidance, initiative design and contracting for the delivery of services to whānau and Māori business.

Te Puni Kōkiri is seeking to appoint a Principal Advisor Commercial and a Senior Advisor (Contracts) in the Investment Planning & Performance portfolio and a Business Manager in the Office of the Deputy Chief Executive Investment portfolio.

Principal Advisor Commercial

Te Puni Kōkiri is seeking to appoint a Principal Advisor - Commercial.

Purpose & role

The key purpose of the Principal Advisor – Commercial is to provide leadership to support the contracting function across the puni, leading and supporting contract negotiations, providing performance and financial analysis. They will also champion best practice in these areas across Te Puni Kōkiri, ensuring Te Puni Kōkiri is optimising its investments.

To be successful in the role you will:

  • have technical knowledge and expertise in contracting and investment management, including contract negotiation, results based accountability and performance management
  • have the ability to lead investment initiatives
  • provide support for and, where necessary, lead negotiations for major contracts
  • champion effective state sector investment to achieve results for Māori
  • develop innovative approaches to, contracting, and results based accountability within government procurement rules.

Senior Advisor (Contracts)
Purpose & role

The Senior Advisor Contracts will contribute to the development and implementation of appropriate best practice standards in contract development and contract management methods, processes systems service, contract monitoring and payments and results based accountability application and implementation.

To be successful in this role you will have:

  • A functional working knowledge of contract management
  • Knowledge and experience in working with financial management packages
  • A functional working knowledge of systems including Smartfund
  • Experience in operational contract management
  • Experience in performance measurement, monitoring and evaluation
  • A functional knowledge of how this role supports operational policy development
  • Experience in nationally based relationship programme implementation, monitoring and principles
  • High quality analytical and problem solving skills
  • Demonstrated experience in leading Projects.

Business Manager

The Business Manager will be part of the Investment Te Puni leadership group.

Purpose & role

The Business Manager position is the source of Business Administration expertise for the assigned puni. Reporting to the Deputy Chief Executive, this role has three core areas of focus:

  • Providing practical management of strategic planning, budgetary and financial management processes
  • Offering support to specific activities such as contingency planning, security, management and emergency procedures
  • Coordinating information and issues on behalf of the Deputy Chief Executive

To be successful in the role you will:

  • Require professional expertise in Business Administration within a Public Service environment
  • Bring effective people leadership and management experience, including the capability to build and maintain effective relationships
  • Demonstrated understanding of the business cycles and requirements of core government departments including budgeting, planning, reporting and accounting cycles
  • Strong presentation skills and personal credibility to be able to speak on behalf of the Deputy Chief Executive
  • Comfort operating in a tikanga / kaupapa Māori environment; a degree of fluency in Te Reo Māori is of benefit.
